Well it's been awhile since I posted on here so I thought I'd update. I failed recon my first time taking it in cuz of my suspension being too stiff. But the way the guy does it is kinda wtf...
He crouched next to my car, put his hand on my fender and kinda pulled down. Of course you won't get 2 in travel (or any travel) trying to push on it like that....
He said I needed to dampen down my shocks. I asked how do you do that? He points to the top of my strut and says you adjust it there. I said I am on stock shocks and struts so there is no adjusting. He gave me a look that was kinda like wtf and said well I dunno what to tell you...

So 2 months later I go back. I've bought all new springs, all new shocks and struts, etc. A different guy comes out for my inspection this time, and does the exact same thing. Crouches next to the car and kinda 'pulls' on it. He just shakes his head and starts to go back in the office and I'm like wait, can I get a second opinion? He says sure and goes in and asks another inspector to come out. The new guy leans on the front of my car and PUSHES with all his weight on the front and the back, looks to the first guy and says 'shes good to go' and walks back in the trailer.
So I wanna know why are these guys trying to check the cars by crouching next to them? I've gone around to all my family and friend's cars and have tried this. I couldn't get anything out of any of them.

Also, why do they keep the hours that they do? Why can't the be open one day on the weekend? Or a little later in the day? Why is it that the only people who can get recon are kid with nothing to do or people who can afford to miss a day or two of work?

I don't know what to you other than that's just the way it is. I've read and heard tons of stories regarding similar situations and it seems like it depends on who you go to. I know that the people who work there have tons of experience so they generally are very good at telling what passes and what doesn't, just like the California Highway Patrol (those people can tell exactly how fast a car is going with a glance). The problem with the recon station is that there is no standard of testing, just like with your guys measuring it in two different ways with no actual measurements taken. It's hard to take, especially for me, having been in the rigid structure of the military where everything has to be done according to SOP, but at least you got it passed right?

Luckily I did pass, but I cost me quite a bit of money (that I wouldn't have had to spend if the guy who did the 'second opinion' had done my inspection initially) plus it cost me 2 days of work to get it done. I've talked to people all over the country about this and apparently we are the only people who have to go through this inspection. In fact the rest of the state doesn't even have to deal with this. Only people on oahu. I'd understand if the money that we pay for this really went back towards fixing the roads and stuff but somehow I doubt that the amount of money they bring in for this is even enough to cover the hourly pay of the people who work there.

The people I really feel bad for are the military guys who move here from parts of the country that don't have these ridiculous laws.

Just remember if they try to pull some lame ish like they did with me, ask for a second opinion. And when you call to make an appointment ask the person your talking to whatever questions you might have so you get it straight from the horses mouth. Also I believe theres a member on this forum who used to be a recon inspector, she'll prolly be a huge source of info for you...

Got a question...If you pass recon and a year later you add more mods to your car that you need recon for, what do they check? Do they just check the new mods, or do they reinspect the whole car again? If you fail, do they pull the sticker?

retint is covered during safety check, actually. they'll meter your windows then and tell you if you pass/fail.

it's 35% +/- 5 or 6%, IIRC.

i passed at 29% on my fronts, and tinted the windshield at around 70% (no visor strip). on a truck/suv, you can go as dark as you want on the rear windows provided you have outside mirrors.

check around for pricing, lots of shops give good deals to military and referrals by friends.

you might want to check out the ceramic tint, even if it's a little more $$$ - it really helps keep the interior cool and the UV out. not fun getting back into a hot car w/ leather seats after a day at the beach.

TNT is pretty good, they did our house and the airblue on my van. the owner took good care of me and my wife.

all of our cars in the past have gone to Al's Tinting, though. fair prices, excellent service, and they stand by their work for YEARS after they've done it.
